Encourage and enable businesses and consumers to recycle. Objectives * to cause the recycling or removal from the waste stream of at least three million additional tonnes of materials; * to increase the level of public participation in recycling by adding at least four million additional �committed recyclers�, an increase equivalent to 10% of the adult population in England; and * to reduce the amount of food thrown away by consumers and ensure more of it is collected for composting and recycling.
